Eagle Labs is a U.S. skin care contract manufacturer producing creams, lotions, serums, gels, and topical liquids for cosmetic brands, in containers of 8 fluid ounces or less (larger sizes may be available depending on the opportunity). We formulate, fill, test, package, and ship from our Florida campuses under an audited cosmetic GMP certification. Brands come to us when a stock formula with a new label is no longer enough, and when the skincare manufacturer behind the product has to stand up to a retailer's questions.

Skin Care Products We Manufacture

Facial moisturizers and treatment creams are the center of our work: daily moisturizers, night creams, eye creams, wrinkle creams, and barrier-support formulas built on ceramides, peptides, hyaluronic acid, niacinamide, and squalane, usually in half-ounce to 3.4 ounce sizes. Body care runs larger, with lotions, body creams, body butters, and hand and foot creams from 1 to 6 ounces.

Serums, gels, and lightweight topicals make up the second group, including hyaluronic acid, vitamin C, and peptide serums, facial essences, eye serums, and hydrating gels. Our guide to choosing a serum manufacturer covers that format in more depth.

We also produce cleansers and topical liquids: cream, gel, and foaming cleansers, toners, facial mists, and body, hair, scalp, and massage oils.

Custom Formulation, Reformulation, and Line Extensions

Every product on a skin care shelf is making the same promise in slightly different words. What separates them is the formula, and a formula is more than its hero ingredient. An emulsion has to stay an emulsion through a hot truck and a cold warehouse. The preservative system has to protect a jar that gets opened twice a day for months. The texture a customer feels in the first three seconds decides whether they buy it again.

We develop new formulas, rework existing ones, extend a line into new formats, and take on transfers of products already in commercial production elsewhere. Our Florida campus has an on-site research and development lab and an internal testing lab, so formulation and the testing that checks it happen in the same building. We also have an on-site stability chamber for 90-day stability studies.

Cosmetic Claims and MoCRA Compliance

The line between a cosmetic and a drug is drawn by what the product claims to do. A cream that improves the appearance of fine lines is a cosmetic. A cream that claims to change the structure of skin, or to treat a condition, is regulated as a drug, whatever is in the jar. Our on-site regulatory team reviews the claims you plan to make on the label, the website, and in advertising, because FDA reads all three. Eagle Labs can manufacture both cosmetic skin care and OTC skin care products based on our certifications.

Under the Modernization of Cosmetics Regulation Act, cosmetic facilities must register with FDA and products must be listed, with safety substantiation on file. Eagle Labs is FDA-registered and certified to NSF/ANSI 455-3, the cosmetic GMP standard, which means a third-party auditor has inspected the systems that MoCRA now expects every manufacturer to have.

Packaging and Filling for Skin Care

We fill jars, bottles, tubes, and airless pump bottles. Packaging is chosen alongside the formula, because the two have to be compatible: a viscous cream that fills cleanly into a jar may not dispense from a pump, and some actives hold up far better in an airless package than in an open jar. Travel and trial sizes run on the same lines, and fulfillment for DTC orders, Amazon FBA, or TikTok Shop FBT ships from our Florida and Salt Lake City locations.

Quality, Certifications, and Minimum Orders

Eagle Labs is NSF certified for dietary supplements, skin care, and OTC drugs. Additional certifications include USDA Organic, Health Canada, Halal, and SSCI. Plenty of cosmetic manufacturers describe themselves as GMP compliant. Far fewer have had that claim audited, and the audit is what a retailer's quality team will ask to see.

Minimum orders for creams and liquids start at 5,000 units. Our lines and our onboarding are set up for brands with established sales or a funded launch, and for products intended to grow into commercial volume.

How to Evaluate a Skin Care Contract Manufacturer

Ask what stability and preservative testing will be done on your product, in your package. Ask to see the GMP certificate and the date of the last audit, not a logo on a website. Ask who reviews your claims before the label is printed. The answers separate a manufacturer that fills what it is handed from one that will tell you a formula is going to separate before you have ordered 5,000 jars of it.
